The standard Civic comes with a FF 5 speed AT, with certain models coming with a 5 speed MT. This amazing fuel efficiency is further improved upon in the hybrid Civic (31.0km/l) that comes fitted with a 3 stage i-VTEC+IMA engine. The Civic was first released as small sedan in 1972, redesigned as a mid-sized sedan with a more spacious cabin in 2005, and has continued to be in Honda's lineup to this day. From a legal standpoint this is not a car, and at the very least it won't be legal to drive one of these until 2021, but (if my understanding is correct) because it was not legally imported in the first place this particular one may never be road legal in the USA.Few cars have withstood the test of time like the Honda Civic. Once he got it to the USA he realized that he can't do anything with it, so he's just trying to undo his costly mistake by unloading it on someone else. Technically importing a car without an engine or drivetrain is legal, at which point it is no longer considered to be a "car". This guy probably thought he came up with a brilliant plan to cheat the system by importing "parts" rather than an actual car, and then rebuild it himself.

Even then you aren't allowed to drive it, only own it. Generally it needs to be an extremely limited production run and/or be of significant historical note. The only exception is if you personally plead your case to the NHTSA. In order to import a car to the USA it must be at least 25 years old.
